Has Code Review Ended Up as Code Re-Write?

Over at AgileManagement.net, Management Science for Software Engineering, author David J. Anderson brings up the problem that occurs when code-reviews become code-rewrites by chief programmers and how code-rewrites cause many long-term problems including: resentment due to the act being demoralizing and reduced team improvement because you are not working together to assure quality.
